!!!warning Verify that the involved Vat country hasn't any certification (like NF525, SAFT...), for these ASAWK it would be better to create directly a new Vat record, because countries could use vat retrospectively to do some calculations. !!!

Changing a Vat percentage will trigger this callback and that will create a new record with the old (legacy) data.

!!!info Make sure to change also the Vat name field !!!

Example: If you have a record with this data

vat.percentage # => 0.11
vat.name       # => "11.0%"

you have to update it in this way:

vat.update percentage 0.22, name: "22.0%"

This will create a Vat record with deprecated field set to true.
